指宿市市民会館プロポーザル案 優秀提案者(次点)
新しい市民会館は、世代を超えた市民の交流や高齢化したコミュニティでの活発な文化創造を支え、指宿の魅力を発信する拠点であることが求められています。街に開かれた空間構成で、活き活きとした活動の様子を見ることができ、市民の相互の刺激を促す施設を計画します。
健全な街づくりの一環として、市民に開かれた、街との交流を図る施設
新都市の拠点として、都市の魅力を高めるために、敷地内で完結させるのではなく、都市に開かれたホワイエを整備し、隣接する市街地や片山総合運動公園、海岸線などにも容易に行き来できるように計画しています。連続的で統合された都市空間を形成とします。
市街地の一部となり、歩いて楽しい街づくりを導くことで、市民の「健康」づくりに貢献する施設となります。
敷地が位置する県の施設ゾーンの中の「菜の花館」、「芝生広場」とともに、施設内に散策路を形成する予定です。バリアフリーを中心に、広場を中心とした様々な機能を開放的に継続することで、世代や利用目的を超えた交流を積極的に行う工夫をしていきます。
計画策定においては市民の主体性を重視し、ワークショップや検討会を通じて市民の意見を効果的に計画に反映させます。
音楽、演劇、映像、民俗芸能など、様々な形態・規模の文化活動に対応できる柔軟な施設とし、快適な練習・発表・鑑賞環境を提供することで、市民の充実した創作活動を支援いたします。
コモンスペースとの交流を生み出す練習室や、広場と一体的に利用できるイベントスペースなどを可視化させ、お互いに見える関係を意図的に作り、人々の活動を触発し、市民が参加したくなるような空間を作るようにする。新しい文化が生まれる場の提供をします。
指宿らしい素材や形状を取り入れたデザインで、文化都市・指宿の新たなランドマークとします。

This project is running in a competition for the Ibusuki Art Center. The new civic center follows the idea of connecting intergenerational citizens through overlaps in the community, as an active cultural creative space for both the young and the aging members of the Ibusuki city. The facility has a sense of openness about it, its interior visible to the outside world and vice versa — a place open to the city, where people can see the lively activities, a promotion of a mutual direct and indirect engagement among the citizens.
As part of the urban sound planning, the facility has open access to the citizens and highly promotes close interaction with the city: enhancing its attractive aspect, the spatial foyer created in a continuous design. Which is specially planned to be connected to its adjacent neighboring urban areas: Katayama Sports Park and the coastline. The linking aspect is well integrated into the urban space, for a smooth and easy transition for the people to come and go.
The facility, it is hoped, would in time become a part of the urban area that would contribute to the overall well-being of the citizens with its interactive elements. Along with other buildings in the prefectural facility of the area where the site is located, interconnecting pathways are created. These serve as a stimulating element of an active interaction among the intergenerational citizens, placing a strong emphasis on its barrier-free access of openness, keeping the plaza and its various functions available to all. In the planning of the structure, there was a strong emphasis on the citizens themselves to reflect their thoughts and opinions on the planning of the arts center. This has been done through various workshops and review meetings.
The project is based on the idea of supporting the city’s creative activities, which is done by making the facility flexible enough to accommodate cultural activities of various forms and scales: music, theatre, visual arts, and folk performing arts. While also providing the people with a comfortable environment for practising, presenting, and appreciating various forms of arts. The practice rooms create an interaction between the common and event spaces that may be used in unison — all intentionally mutually visible through glass walls by the outside world. In effect, this creates visual relationships, inspiring each other's activities: a place where all would want to come together and participate. The structure provides a place where a new culture would be born. Its design incorporates unique materials and shapes to Ibusuki, making it a new landmark for the cultural city.
